To facilitate understanding and application of an indicator, Civímetro proposes a standard form that collects the most relevant information.
Civímetro has a list of defined indicators for use in evaluations. This list is incomplete and will be expanded with new indicators as the methodology is used in further evaluations. (Beta version, in Spanish)

Type of Indicator
Depending on the step in the value chain being measured, the indicators can be:
- Process Indicator
- Output Indicator
- Outcome Indicator
- Impact Indicator
Measurement Scale
Depending on the measurement scale, indicators can be expressed as:
- Binary or absolute
- Integer number
- Coefficient
- Gradient
Measurement Tool
Each indicator will have one or more specific measurement tool to enable data collection. The type of tool must therefore be specified. Some examples:
- Survey
- Interview
- Focus group
- Expert analysis
Usage
Precise explanation of how to use the tool. All possible information regarding the process to measure and evaluate results should be included, especially in relation to methodology for calculations, if any.
Timing
Indicators can be applied at different times in the initiative, depending on what they intend to measure. It is advisable to clarify when is the ideal time for them to be used. The following are suggested:
- At any time
- At the start of a specific action
- During a specific action
- At the end of a specific action
- At the end of the evaluation period
Clarifications
When defining indicators, often there are concepts that can give rise to doubts or various interpretations. This section defines and delimits the concepts used.
Recommendations
These are aimed at data collection as well as measuring the indicator. The recommendations allow what has been learned to be collected after evaluation of each initiative, allowing other initiatives to apply the indicator more easily and completely.
Associations
It is proposed to:
- Indicate which dimensions this indicator is associated with.
- Indicate which of the initiative’s objectives this indicator is associated with.
This allows you to obtain information and aggregated data at the end of the evaluation regarding to what degree the objectives have been met, and also if the ways of doing things for each dimension have been fulfilled.
