  • Define the problem or challenge that the activity wants to address.
  • Define objectives to be evaluated.
  • Identify all actors involved in the initiative and all stakeholders that may be affected by it.
  • Evaluate which actors needs to participate in the evaluation and their availability.
  • Define if it is necessary to align with standards such as IRIS, ODS, etc.
  • Define how many evaluations will be done, a final one or also several intermediate ones.
